You can apply an add-on or basic GTA 5 ped appearance to a player, and it saves this appearance on the player. So, even if the player exits the game and returns, the appearance remains. An admin can access this menu, and it can be configured in the settings to specify which rank of admin can use this command.
Store the skins in SQL based on the license ID.
